Still won't work.

"RF" universal remotes only use RF to transmit to their own "base station", which then re-transmits IR to the actual devices. You can't directly control an RF device.

The only exception to this is the Harmony RF range, which will supposedly directly control a device which uses the "Z-Wave" protocol. However, not many devices use this protocol yet(I doubt your fan would), and I haven't heard of anyone successfuly doing it yet.
