It's not at all clear what you are asking. Do you mean that all of the lamps work when you send RF to the TM13 or IR7243W but that only some work when you send IR from the iPronto to the IR7243W?

I don't know how the TM13 works but some X-10 RF transceivers only control their outlet via RF and not via the powerline. This could explain why the lamp plugged into the TM13 only works when you send RF.

Generally, it is not a good idea to use two RF devices like the TM13 and IR7243W. You may get duplication of commands. Again, I'm not intimately familiar with either the TM13 or IR7243W but am going on how similar X-10 devices work in North America.
