Try holding the oem volume button down before pressing learn and continue to hold until the software states it has learned.
Try the above and while learning move the oem away from the 950 slowly.
Try the above and while learning move the oem toward the 950 slowly.
Try tapping the oem button while moving toward and away slowly.
What brand and model TV is it? I may be able to help more.
