The URC-8910 absolutely can be programmed over the phone because it has a modem inside it. What you do is you call OFA and tell them what devices you need codes for, then they look them up and find the codes for them. They then tell you how to put the remote into "upgrade" mode and they play the codes over the phone (it sounds like a regular modem, lots of blips, etc) and your remote listens and accepts the codes.
