That is why custom installers hate those combos. You will get it to respond by trying the Toshiba VCR codes, but once you have it programmed, it will work just like a VCR, meaning that it has no volume control.

I have never seen a universal remote control volume on a TV/VCR combo. You need to search for an original replacement. Google is a good place to start, with your exact model number.
