and can't get our Toshiba VCR/TV combo to respond :-(

likely it's the remote's fault.
If you had earlier mentioned that it was a VCR/TV 'COMBO', that might have sped a more appropriate response. According to the manual for a Toshiba TV/VCR combo, it's got the following (and I know you tried the #178, but I think you hould try again.)
TV portion = 178
VCR portion = 115
