Technically it can, that is part of the features promised by these new Android based remotes. But like I mentioned, the database of devices is sorely lacking so unless it is specifically mentioned by the company, it might not be able to. And no guarantee it will be added in the future. And no guarantee that even if it does, it will stay working in the future when the provider changes something on their box - that is one of the big challenges with controlling devices over IP. Unlike good-ole IR, IP can and does change sometimes.
I'm not arguing, I'm explaining why I'm right.
