The Roku 3 accepts both IR and RF signals at the same time. Same say the IR performance isn't very good with Roku 3, mine's great. All Roku accept IR, even when some can be controlled by Bluetooth like the Roku 2xs or by Wifi like the Roku 3.
URC only knows one RF frequency, their own, which certain light fixtures use too. So no other RF equipped device can be controlled directly by URC RF remote.
