Does the Xbox One IR require toggle bits (Like Xbox 360 and Windows Media Center) ?

For the record, I tried capturing from a Harmony, but got the same problem with navigation buttons showing multiple responses/presses. This happened with both the captured codes (using a Pronto TSU) and using the original Harmony remote itself.
