It's not illegal. Lawmakers are really not concerned with whether or not an end user gets software. Now whether against policy or not, the answer is no. Toy knowledge, the only software not a available to an end user by URC is Total Controls Accelerator software.
Now, because the dealer can provide it does not mean he has to. The policy is dumb in that it makes the dealer look bad, not URC. The support lies on the dealer, not URC. I know that I would not have the time to offer support to a client who is trying to program his own system. I don't think your dealer is a jerk for saying it is illegal, I think it's just the easiest way for him to be done with the conversation.
