Got it working.

Wire Pins 1 & 2 from the RJ-11 to pins 3 & 5 on the DB9 plug (RS232) on the Control4 Controller:

RJ-11 Pin-Outs : DB9 Pin Outs
1 TO 3

2 TO 5
