Another answer would be to use a standard matrix switch (does not need to be DM) and a controller (does not need to be a core 3 or anything super as all you are doing is basic control of a matrix and turning TV's on).
If all TV's use a single HDMI input and the cable/sat boxes always stay on the same channel then there isn't a lot to it.
Power on Matrix control (source to output) Power off
if you trim back the HW you'll easily save enough to hire a decent programmer for a day or 2 to set it up for you DM isnt cheap!
An 8x4 or similar matrix instead of a 16x16 will save $$$$$$$
