Try rearranging your macro to this:

TV on
TV input air
AVR on
AVR input sat/cable

With varying delays to allow components to turn on and accept input changes.

OR better yet, stop relying upon ARC. Does the TV have optical or analogue audio outputs? If so, use them...most Samsung LED panels I've seen have an optical output. Relying upon ARC is about as reliable as relying upon HDMI to function 100%...as you're finding out.
