I spent three hours YESTERDAY with the exact same issue. Its a super simple solution and its known to Crestron.

I am assuming you are using System builder based on all your other posts?

If thats the case
go to the programming window
Right click PTX3 and click properties
ON the left side menu go to properties
When under the second properties you will see "Persistaed Button Support" and it will be on "enable"
Disable it - Rebuild and uplaod and you should be good to go
