Found this in the Release Notes for the new updates to System Buidler ver. 3.10.036.

* Added Display/Receiver powerup time input field to:
-----Receiver/ Display Device tabs in Prodigy Composer
-----Display Device Zone/Two-Zone Volume extenders in SystemBuilder
