When looking for a job you'll be more productive if you keep in mind the purpose of a resume. It is to get you the interview and should be written with that goal in mind. If you're applying for a advertised position include a cover letter introducing yourself and the skills you have that make you a perfect fit for the position. There is no rule that states you cannot rewrite your resume for each application.
The interview is where you sell yourself and get the job.

When I go through a stack of resumes, the resumes that get my attention are the ones that appear to have been tailored to the specific job posting. In other words, I want the applicant to tell me what makes them a good candidate for the position, rather than expecting me to read their resume and try to figure out if they are a good candidate for the job.
