Personally I would drop the "I'm the best project manager in the world. A prospective employer will make that call themselves.
I would tone it down as that statement comes off to me as someone who has an unrealistic overly high opinion of themselves, but I would not mind at all if he told me in his resume that he thinks he is an excellent project manager. And then as you say I will ask more questions and see what he bases that claim on.
