Hello,
I was a custom installer years ago. I have a bunch of old Niles Intellipads sitting around that I finally started using. I need to be able to program a discrete on command (Instead of just power) for my Sony XBR5 TV so every time I select the TV source on the intellipad, it doesn't shut the TV off / on. I also need to program discrete inputs.
I know the more expensive remotes like a Harmony & URC have the capability to program these codes but all I need is a cheap remote the I can use to teach the intellipad the IR command. It will not be used after that.
Any Ideas?

Should I buy a cheap used Phillips Pronto remote off ebay to use for programming?

If you don't already have one, get a $6 Comcast remote (or other cable remote made by UEI), and use setup code 11317.

Use the 994 command to program buttons of your choosing with the following EFCs:
PowerOff    42309
PowerOn    43333

Wow, Great advice. Thank You. Would you happen to know about discrete codes for different inputs? Would I have to use a different remote for that?

No you can use the same remote and the same setup code.  I would have included the EFCs for other inputs, but it depends on the age of your TV.  Older Sonys use inputs typically labeled Video 1 through Video 7. Newer ones with HDMI may use different codes.  Post which inputs you're looking for and I'll provide the EFCs.

I am using an a Sony XBR5 52" Model#: KDL-52XBR5.
I need the discrete codes for all the HDMI, PC and Composite inputs please.

You can test these by making sure you have used setup code 11317, then tap setup (don't hold it) followed by the 5 digit EFC.  When you press the 5th digit, the IR signal will be sent.  Once you've established the correct EFC, you can use 994 to assign it to a button.

Sony sometimes switches these inputs around, so try them all.

I finally received the remote and all the codes worked perfectly except for HDMI2 which your alternative worked. Thanks again for all your help.
