Dish 625 DVR has 2 tuners. TV1 controlled by IR, TV2 by RF. I would like to control both with one universal remote. Will any of the RF-capable remotes control TV2 on the Dish? I fear they only talk to their own RF to IR extenders.

No, remotes cannot learn RF. So the RF signal for TV2 cannot be controlled with another remote. Sorry.
