Which soft and controller are best for unknown TCP IP dev. two way control

Need non cloud solution for unknown for USA local maded HTTP or TCP IP devices that are have two way IP . Need to control small houses - apartments from android/ios tablets and phones.
Looking for easiest soft
I try:
- URC Total Control - not good in TCP IP,
- RTI Apex - not good in TCP IP or may be i dont found deep info in this v10.5 software.
- have Crestron software, but i dont run it past 2 years, i remember that need different for GUI and hardware

Which soft and controller are best NOW for my solutions

I do not believe you will find one. Closest commercially available is probably the Charmed Quark system (www.charmedquark.com). You might have to write a few drivers for newer devices which they do not yet support.

I wrote my own system based upon a PC and several specialized controllers.

CQC... You can use the built in Global Cache drivers. I use Global Cache GC-100's for serial control of TV's. the GC-100 also has 3 ports that can be used for either or as sensors when coupled with Global Cache's sensor.
