Is there a way to convert HEX Decimal to IP? I have a android box that i just have the IR codes, I would like to change the box to be IP controlled. Not sure if this can be done

No need to do that. I completely control my Amazon Fire TV Cube and a nVidia Shield streamer using solely IP. Go to Video-storm.com and look at their IRUSB device. Using this device which has an IR receiver you can send it IR -OR- you can send it TCP/IP commands providing your device is connected to your LAN as it must be. They can provide all of the TCP/IP commands to control any android based device. The response is immediate, just as good as the RF remote. You may need some auxiliary attachment type gear, but that is all discussed at their site
