I was wondering if it were possible to use an IR out port (from a Philips RFX9400 for instance) to send simple RS-232 commands into a device's Rx on its RS-232 port? After all it's all zeros and ones in the end.

It is possible. It just really depends on so many factors like your conversion piece and the end device receiving the commands. I know CentraLite had a piece that allowed you to control their whole house lighting system with an IR-to-RS232 translator.
It's sloppy, but it can be done.
