Does anyone know if there are any Time Warner HD cable boxes non-DVR that are IP controllable?

Here is a link to compatible receivers but I am not sure if any are IP Controllable.
If you take a look at the list and see one or know of one let me know

they do not want DVR Service so Tivo really wont work

Do those codes in the link work on all Cisco/Scientific Atlanta boxes?

I can't think of a single reason you would want an IP controlled cable box. Not one in the whole word except just to try.

That's a 100% guaranteed service call. Exactly how do you plan to track the MOCA based IP address? Maybe you can team viewer into the client's network, log into their router, and view the dhcp address every few days just to make sure this frakenstein idea still works. Have fun! I'll be the guy gluing an emitter to the front of my box.

I can think of a few good reasons. Yes, it's probably begging for a service call but that doesn't mean it might not turn into something reliable. Maybe it could be tracked via the MAC address.
