What is it you are trying to do when you say IR to IP.
One obvious solution is a small PC or microcontroller that receives IR and puts out whatever you need as IP.
I know of no General solution. IR protocols juat send numbers as binary patterns, but the protocols are not standardized.
Well, I've thought about a small PC (maybe an old Apple TV), but that would be kinda overkill.

@movie fan
What are you trying to do?
Yes, the best thing is to explain the issue...
My Marantz AV7005 pre-pro has discrete IR codes for decoding HDMI audio by itself or for sending it to the TV.
The problem is that Logitech has inserted those codes into the Harmony database and they don't work on my Harmony One remote. Have raised the problem over to their customer support, but they answered that the codes are correctly inserted.
Incidently, the IP control codes work correctly using the telnet protocol. So this looks like one route to work around the problem.
So, a small inexpensive and little power draw appliance would come handy here. If there's actually one.
