Are any of the big cable companies in the Detroit Metro area allowing RS232 control of their HD DVRs or set top boxes? (Comcast, Brighthouse, Uverse)

I don't think you'll find a cable box in the US that allows serial control.

TiVo can be controlled via IP.

DirecTV boxes can be controlled via USB-Serial adapter or IP, although the IP functionality has been reduced from what it once was.
