You need (3) Switchlinc two way switches or (3) Togglelinc two way switches from Smarthome. I'll probably get flamed here as these are expensive. You program them for four scenes of which each of the three switches has an on or off state, on-off-off, off-on-off, off-off-on, and off-off-off. All three are connected in parallel to 110 volts on their supply side, the output of one of the switches is directly connected to the fan, the other two have manuaI fan speed controls between them and the fan, one set to medium, the other set to low. I also use (2) or them for each of my inline ventilation fans so I can have two stage recirculation/exhaust and cooling for my component racks. If you decide to go this route I can help you assemble it. All the white wires tie together, all the ground wires tie together (use those new "push-in multi connectors), it's just the blacks and the blues that connect to specific places.
