inexpensive RF remotes that work multiple house codes

If I expand my system I will end up needing more than one house code. My Pronto 3000 works in the Home Theater room but it is IR and I really don't want to put up more IR receivers all over the house. What are my options for remotes to leave in the kitchen or bedroom?

Keep in mind that Scenes will take more than the devices alone. I guess one option is to program the same scene with multiple address so that D1 and U1 work the same lights. In that way I could have D1 scene downstairs works all the outside lights and U1 scene upstairs work all the outside lights. In this way I might be able to get away with a simple 16 device upstairs working U housecode and the same downstairs working the D hosecode.
