Who, me?
It's unlikely you'll find an inspector who will pass any hard wiring that includes flexible cords or plugs. As far as I know, there is no legal way to include plug-in devices in permanent wiring.
To me, the only work-around is to plan on doing this after the C.O. is issued. One problem is that it's difficult to control connected loads with home-run circuits; who makes sure nobody overloads the modules?
What about running one room's (or one area's) lighting lines to a multi-gang box inside a nearby closet, and do the plug-in stuff later? Also, are there no scene-capable in-line modules yet?
