I think it may be toasted.
Here are the symptoms:
orange light glows (which is normal) cannot switch off the light with the paddle switch

Mine actually glow red when they're not being programmed, so I'd first make sure that the switch is in the right mode. If you turn the switch "off" (press the bottom until you see "system off") and back on and it still doesn't work, it sounds like the switch is bad.

If I press the switch "on" from "system off," I'm not able to dim the light or switch it off.
To switch off the light, I have to press the paddle all the way to "system off."

Had one go bad the exact same way. Bill E. replaced it for me under warranty.
