Only some of the more advanced home automation control software. It can be difficult to program, but I think ECS can do this. Look at www.omnipotencesoftware.com

HomeSeer should do everything you want. It's a simple or complicated as you want. Runs its own web server, supports scripting, macros, and so much more...

You can download the ECS manual as well as a 30 day trail of the program. The operation is a bit involved if you don't have a permanent connection to the internet (cable or RNIS). Good luck!

Imn using a Powerlinc and the free synapse software to send commands over the internet from one PC to another. Works great with a webcam at the remote side.
