Will the SoftTouchIR Keypad Linc from Smarhome(#12061)give me the same IR functionality as the IR543?

No, it'll only let you control the buttons on the keypadlinc itself. In some cases, that's better than what the IR543 will do, in other cases it's more limited. It just depends on what you're trying to do.
