This sounds like it should be "no, duh," but the client isn't here and we're trying to make a control program on a new iPad Air (we think) without registering it.
It seems to be working. Comments? Thanks.

I think the short answer is no, but the iPad will at some point require a log in using Apple ID

No need for the Apple ID.
The RTIPanel app is free on the app store, so no Apple ID needed in this step.
The device (client's new iPad Air) will automatically download a new configuration from the RTI processor each time it is updated from Integration Designer. No Apple ID needed in this step either.
