i am doing a job that we might be using universal lutron dimmers. My customers would like to have a rk1-4 so all the switches could be hidden, They also would like the rk1-4 to dim the lights and turn the equipment on. However thinking about it even more can i even do this?

it would have to have the antenna transmit the rf signal, right?

They do not transmit. In the case of the URC/Lutron dimmers, the remote talks directly to the dimmers.

I would think that you need to do something like a RadioRA(2)/Homeworks system to do what your talking about.

Nope, they are hardwired back to a CB4/8 which is then wired into the processor. Sounds like a RadioRA system would solve your problem.

Is it a new build, or are you retrofitting?
