There are new firmware installers availabel on the dealer side of the RTI site. It just says that there was a bug with Windows 7 64-bit. It's supposed to be the same 2.1 firmware.
I wonder if it fixes the bug where if it fails you have to close out the whole firmware update program and restart it instead of just clicking "Back" and trying again.

I can confirm this firmware installer worked fine with Windows 7 64-bit and updated my firmware on a T2-C. The prior version didn't work in W7.
