Does anyone know of a device that will take IR commands and convert them to RF in such a way that I could use any IR based remote with the IR 6 to allow use of the power/video sensor features for various devices?

Would have to agree. You could go with an all IR system and use Xantech products, which include power, video, audio, voltage, light, and temp sensors. Take a look at the http://www.xantech.com and find the GateKeep-ir system. This set-up would end costing slightly more than an IRF-6 with modules. E-mail me for pricing if it's attractive to you.
