Once I've downloaded the CML files from the internet, how do I merge it with T2 remote library on my PC?
Also, my entire CML library has been erased, how would I restore it. Thanks.

Put the .CML file in the command library folder where your other .CML files are. Then use the import function in the Library Manager. I don't know how you would go about restoring an erased file but you can import what you need from RTI's site.
