Well, someone asked specifically about RTI and their vendor, and my experience is different than yours. I have done more than one after a year. I have also had an older one where I was referred to RTI.

I have NEVER had to ship direcly to RTI for an RA. my local a@#d always swaps me out OTC.
the ONLY thing I had to get directly from RTI was an RP-1 that they did some special "fix" to for some rf issues i was having.
