I bought an older Sony Trinitron 27" TV used and apparently a channel list was programmed in, i.e when I try to go up through channels it goes from 61 to 69 instead of 62,63,64 etc.
There is no "Menu" button on the remote (model# rm-v11) so I can't use it to access the menu to reload the channels from my cable provider and choose which ones I want in the list.
There is also no "Menu" button on the TV. How can I access the menu?

Looks like KV-27T823 (the 8 in that number is questionable, hard to make out)

I found the manual for the KV-27TS20, which I am sure has a remote similar to the one for your TV.

Here's a picture of the replacement remote, which is kind of expensive. Notice it has buttons for add, erase, and auto program, which is what you will need to change your channel lineup. [Link: newtvremotes.com]

I'm not sure if any universal remotes sold now would have these commands, but the most likely one would be a OneForAll 6820. If you could get one from a place where you could return it if it didn't work, that would be worth a try.

Also, there are things called advanced codes, which work with the OFA remote. There is an advanced code for auto program which might work, but none for add or erase, so you would get the complete channel lineup.

Click here to see the advanced/discrete codes for your Sony TV. To use with an OFA remote you would need to add 00 (two zero's) before the advanced code shown.

If you get the OFA remote, there are many setup codes listed for Sony TV's and maybe one of them would work.

If not you could use the advanced code by assigning the Sony code, press set, then press the 5 digit advanced code.

If I lost you somewhere with all of this, feel free to ask more questions.

That one doesn't seem to be available. http://www.ofausa.com/
Is there another one from that manufacturer that will work? I can't see paying outrageously $50 for the other replacement you mentioned for a TV that I paid only $25 for. Replacement remotes are uusually around $20-$30, why would that one be almost double the price of any others?
This is the remote that came with the TV. It is RM-V11.

The URC6820 should still be available. The URC8820 or URC10820 will also work and are shown in the link below. [Link: ofausa.com]

The RM-V11 may have come with the TV but it is not the remote for the TV. It is a universal remote, which is why it will not work your TV. Sony quit using that method of changing the channel lineup many years ago so current universals don't have the proper commands any more.

Here's a link to the manual for the KV-27TS20, so you can see what the correct remote looks like.
