The remote for my Panasonic VCR (Omnivision VHS Model # PV-V4521) broke and I purchased a Sony Universal Remote (Sony Commander model RM-202). What is the code to programme the remote to access all the features on my VCR?

If you mean the RM-V202, the code list shows 5 codes, 009, 010, 011, 012, and 060.
I suspect you tried all of these codes and none of them gave you access to all the features.
If this is the case, there is nothing you can do about it because not every command from the original remotes are programmed into the preset codes, and without learning capabilities and especially without the original remote you can't do much.
The OneForAll remotes sold in Walmart and other stores usually have more functions programmed into their presets than Sony remotes do, and with some of them you can call and get additional codes loaded over the phone.

Thanks Ron. It appears that I was not using the proper procedure to enter the code. The remote now works although I do not know what I have done differently. Incidentally the code for my VCR is 060. And yes, the model for the remote is RM-V202.
