Does anyone have any comments/recommendation’s on, I”m not sure if I should get a Star choice system or Dish network system ( my concerns about the Dish network are about the card having to be reprogrammed when it goes down)

Who told you about Dish Networks Cards need to be Reprogrammed?? Not TRUE !! It wasn't a Sleezy Salesjerk was it ??

No Sleazy salesjerk yet, I heard this from a friend that you can buy it here(Dish)in Canada but technically its illegal to have it, the card that are provided will on occasions go down and you have to have them reprogrammed?

Dee : that would depend on how you "get" your dish. Technically it is illegal for Dish to sell it to you for use in Canada. So if you are paying for the service (by giving dish a fake US address) then there is no such problem. If you buy a black-market card (to get free service - which is not any more illegal then buying their service, and definitely not prosecutable), then when dish is going after the US black-market users they can destroy your card (and it has happened in the past)
i.e. if your neighbor has an apple tree and one of its branches hangs over your side, are you stealing if you take the apple of that branch?
On the other hand if you want to be totally honest and legal (not in the gray area) get Star Choice or ExpressVu
