[Link: fcc.gov]Search the document for his name (O'Kane). It looks like they filed to change from UHF 62 to UHF 56 back in 2000. However, the highest DTV channel today is UHF 51, rendering this change request obsolete for DTV. Perhaps he/they still own an interest in this channel/block?
Lots of interesting stuff going on with "unpaired" UHF 55 & 56 (D & E block). See here..
