Am I reading it right over at the FCC website, that WHEC-DT wants to DOWNGRADE its effective kW and use a more directional antenna in the process? Look at the filing from September 22nd... [Link: svartifoss2.fcc.gov]

just do this [Link: svartifoss2.fcc.gov] then go to search application, and run a search for call sign of WHEC-tv look at the first result, from 09/22/2005
