I currently have a dual tuner for my dish network setup. No problems running the "TV 1" on my remote. However, "TV 2" seems to only accept the signals from that specific Dish Network RF remote control. Are there any universal remotes out there that will transmit RF as well as the IR? I'm not positive, but I think the Sat reciever is a Dish 322. What I am wanting to do is operate the RF signal with a universal remote.
Any help would greatly be appreciated!

Sorry, there are no universal remotes that opperate on RF. You will need to use the remote from Dish to control tuner 2, since it does not respond to IR either for the 2nd tuner.
