It is leased space for certain locals after the "must carry" law took effect. Echostar was running out of space on the current 110 orbital location.

It's only for Philly must carry locals. Phil. has a much lower DBS takeup rate than the rest of the country due to Comca$t Cable's monopoly on local sports.
