does anyone know what the "normal or acceptable"
reding should be i'm showing -11DbmV,the time warner installer says that's acceptable? shouldn't it be in the "+"?

I heard many years ago that TVs are made to get a nice clear picture with a 0 dBmV input. In other words, 0 dB. I have found that VCRs usually need less signal, maybe up to -4 dB for clear reception. The symptom of too little level is snow mixed in with your picture. If you are getting ghosts or diagonal lines, then signal level is not the (only) issue.
You do not make clear where you are measuring this level, and that is crucial.
If that is the level before the cable comes in the house, and you split it four ways, you can count on the signal lowering by 7 to 8 dB going through the splitter. If that is the signal at your TV, well, it still needs to be beefed up.
It should be beefed up as far back up the chain as possible to keep the signal clean.
In my cable and antenna setups (including a 450 TV setup for an insane store, now out of business), I always had a design goal of +10 at the TV. That allowed for unplanned splitting for a VCR and maybe for FM, which is usually on the cable, with a signal still above 0 dB.
