Have you tried opening Prontoproedit NG.exe as an XP file?
(R click, details, compatibility).

Seems to me like driver trouble, dunno if there's a 64 bit one around.
Try the web.

There is no 64 bit driver for the 7x00 color series. 3x00 B&W remotes use the standard HID drivers.

Have you tried opening Prontoproedit NG.exe as an XP file?

PPENG opens fine in Windows 7. Programming is fine. It's downloading to the remote that doesn't work.

Good to remember, this VM thing!
Still using x86 W7 on my PC, but I'd rather do the programming from the living room on W7 64-bit laptop, to save me running up and down the stairs for some hours!

64 bit? Yes.
XP? Yes - installed into either VMWare partition of Virtual PC partition.
Settings? - Likely - There is a long thread here about Vista 64 bit and VMWare (maybe Windows 7 64 bit and VMWare) where user LowPro has explained how he worked with VMWare to get this going.
