Those codes can be converted to Pronto Hex using the MakeHex program and the Pioneer2.irp file.
But edlee's answer is better. Pioneer has most codes on their web site in multiple different formats, the concise form they use themselves (that Scott quoted) as well as Pronto Hex as well as CCF files and other formats. It's easier to find the format you want there than to convert it yourself with MakeHex.
