When you make a device as a template device, it becomes a template inside your pronto from which you can create new devices which look like it. Download your PCF with Device template into your pronto. If you go to Tools -> Add -> Create New Device, you can see your device template residing there. If you select the device template, a new device is created in your pronto which looks exactly like your device template.

Pipe,
Zombies thoughts sound right to me. In addition, those devices marked as templates, do not become visible devices, in the Device Overview. I suspect it is a way to create a template that you can copy from as well as keep it hidden to those that might operate the 3000.
