Wow... Talk about resurrecting a 9 year old thread.... :-)
Nope, I don't think it was never completed or if completed, was not released. You can still manipulate the XML, but you must figure out the schema on your own.
PCF is just a zip file with an embedded ConfigEdit.xml + a bitmaps folder.
