Does anyone know if there are discrete on and off codes for the expressvu pvr5100 sattelite receiver?

Only if expressvue has updated the software to add them. Dish did it last year, but last I heard, EVU hadn't added them to the receiver software.

Does this work for anyone with a bell system I tried and does not seem to work any suggestions

Unfortunately Bell ExpressVu did not implement the same software release as USA Dish Network. There is no known Discrete codes for their PVR receivers.
